Background/Scope: The Maryland State Department of Education is responsible for the Juvenile Education Programs in the Department of Juvenile Services (DJS) facilities. Detention centers are designed to provide temporary short-term placements for (1-30 days) for youth who are awaiting adjudication and/or placement in a treatment center. DJS treatment centers are designed to provide long term (6-9 months) care for adjudicated youth.  The contractor shall work primarily with the MSDE/JSES Special Education Coordinator, Compliance Specialist and/or the school-based Principal and Special Educator. 

Service delivery will be approximately 15-20 hours of service per month throughout all Juvenile Services Education program sites.

Period of Performance:  One year.

Duties and Responsibilities
Administers psychological and educational tests and interprets assessment results
Develop typewritten/computer reports in accordance with established criteria on students referred by the IEP team
Provide related services for therapy/counseling as outlined in student’s IEPs and provide make-up sessions as needed
Prepare and submit related service logs on student’s serviced  Attend student’s IEP meetings in person or by phone.
Participate in interdisciplinary meetings to evaluate and discuss the diagnosis, etiology, and treatment of students
Indirect therapy, i.e. consultations with teachers, parents, medical personnel, etc.
Participation in mediation/due process hearings
Assume responsibility for travel to the assigned facility
Communicating with families/guardians per the IEP
Using and completing appropriate MSDE/JSES forms only, such as IEPs, caseload logs, workload study forms, contractor timesheets and progress reports.

Contractor is NOT obligated to:
Attend school staff meetings
Participate in school-wide duties
Participate in the administration of state assessments

 
QUALIFICATIONS
Psychologists shall have a minimum of one year experience in the following areas:
1. Practical knowledge of the Psychological concepts and special education eligibility criteria under IDEA
2. Practical knowledge of appropriate psychological services
3. Skill in administering assessments and interpreting results as they apply to Individualized Educational Programs (IEP)
4. Development and implementation of behavioral and social skills interventions for adolescents
5. Experience developing counseling IEP goals and objectives
6. Experience in the provision of counseling/psychological services to students as they apply to IEP’s B.

Education Requirements:
1. School Psychologist(s) shall possess:
a. A Master’s Degree in Psychology, Education, or Human Development.
b. Possession of a current Maryland State Department of Education School Psychologist Certificate.
