We are seeking a qualified Center Mental Health Consultant (CMHC) for an available contract opportunity to provide services to the Whitney M. Young Job Corps Center, in  Simpsonville, KY 40067.

Facility Information: Job Corps is a no-cost education and career technical training program administered by the U.S. Department of Labor that helps young people ages 16 through 25 improve the quality of their lives through career technical and academic training. Job Corps Centers have classroom facilities, hands on trade education, cafeteria, health services, recreational facilities, and dormitories. During the students’ enrollment (typically during 8 months), Job Corps assists students in attaining and maintaining optimal health by providing basic on-Center health services to include promotion, prevention, assessment, intervention, and follow-up care. In addition, Job Corps strives to educate students regarding the connection between maintaining a healthy lifestyle and being employable. Student populations range from 100 to over 300 enrollments depending on the Center’s On Board Strength (OBS). Job Corps is a self-paced program: therefore, a student’s length of enrollment varies. Students may remain in the program for up to two years, but the average length of enrollment is approximately eight months.
Work Schedule: Minimum of 20 hours per week, on average.  Forty Eight (48) weeks per contract year.

Period of Performance: The initial period of performance is from August 1, 2017 through July 31, 2018 and it can be renewed at the Job Corps Center's discretion.

Basic Scope of Work (includes but it is not limited to):
1.    Providing basic mental health care, as described by the Job Corps PRH.
2.    Review and recommendations for applicant files that list mental health needs.
3.    Short-term counseling with mental health checks as needed.  The focus of which should be on retention and behaviors that represent employability barriers.
4.    Providing written assessment and recommendations for all referred students.
5.    Providing mental health promotion and education to both students and staff on center.
6.    Providing treatment, crisis intervention and referral (both on and off center) for students as needed.
7.    Providing or arranging 24-hour on-call and emergency coverage.  May be provided by phone and/or in person. 
8.    Maintaining the accuracy and confidentiality of all required mental health and Wellness records when they are in the subcontractor's presence.
9.    Reviewing and signing health care guidelines annually in accordance with the Technical Assistance Guide on health care guidelines.
10. Enforcing appropriate student workplace behavior when students are in the Wellness office or waiting area.
11. Arranging appropriate medical separations in conformity with the PRH.
12. Collecting data and preparing reports as required by the Center Director and/or the Department of Labor.
13. Advising/consulting as requested with the Center Director and center staff on mental health issues.
14. Cooperating with corporate and Regional Office center assessments.
15. Staying current on Job Corps policies and procedures by participating in monthly mental health conference calls and also attending webinars as provided by the regional health and wellness team for job corps
16. Conducting staff development and training in the use of mental health principles and techniques.17. Arranging off center referrals and treatment (inpatient and outpatient) for students as needed, according to Job Corps health directives.
Position Requirements/Qualifications
License: Must have an active Clinical Psychologist license in the State of Kentucky.
