Place of Performance: Most work will be performed at the Suitland Federal Center, 4600 Silver Hill Road, Suitland, MD 20746 within assigned spaces on the first floor of the Census Bureau, unless specific tasks are required in Section 5.1. There is a restroom that we’ve identified that will be utilized for these services.

Work Hours:  8:00 AM to 4:30 PM Monday through Friday.  Please note, the availability of Flex-Time to employees could change the start time to as early as 6:00AM and end time to as late as 7:00 PM. Services will be requested during the normal working hours (between 6:00 AM and 7:00 PM), except for the ten federally recognized holidays.

Period of Performance:
Base Period: December 21, 2018 through December 20, 2019
Option Period 1: December 21, 2019 through December 20, 2020
Option Period 2: December 21, 2019 through December 20, 2021
Option Period 3: December 21, 2021 through December 20, 2022
Option Period 4: December 21, 2022 through December 20, 2023

Scope of Work:
1. The Contractor shall provide assistance with duties as described in the SOW using the proper skill mix and qualified personnel resources to provide a reasonable accommodation to employees of the Census.
2. The Contractor shall assist with but not limited to the following hygiene needs at the employees office location (as well as on official Government travel*):
a. Toileting - transferring to and from commode, etc.;
b. Meal preparation/serving/feeding;
c. *(Transferring to and from bed;)
d. *(Dressing and grooming)
e. *(Bathing) 
3. The Contractor shall report to scheduled assignment location punctually (this does not mean arrival at the front gate or entering the facility, but at the location of service delivery).
4. Upon arrival, and prior to interacting with employee, any new Contractors shall briefly meet with the RAB staff to discuss appropriate actions within the work environment and background information pertaining to the supported Census employees. Information shall be provided with the intent to better meet the needs, style, and job duties of the supported employees.
5. Examples of topics included in the briefing are the employee’s preference for interaction; an overview of the different job duties required to be performed by the Contractor; and the level of Contractor/employee involvement requested by the supported employee.
6. If there is an emergency situation, and if the PAS is with the employee during the emergency, they are to stay with and assist the client during the emergency.  Otherwise, the employee will follow U.S. Census Bureau Continuity of Operations Plan (COOP) Bureau CO-OP plans in the case of an emergency while at the worksite.
7. In the situation of an accident or incident involving the services rendered to the employee from the PAS, an incident report containing all details of the incident will be required no later than one business day after the incident occurs. 

Specific Tasks
The Contractor may also be asked to perform routine assistance with duties in support of a physically impaired federal employee to include:
Assisting with letters, phone calls, and picking up emails from the printer.
Physically locating and arranging physical case file folders at employee’s work station;
Retrieving physical case files, from central office location, assigned to the federal employee and moving them as directed.
Physically assisting employee with maintaining the federal employee’s pending paperwork in office areas as needed.
Accompanying employee to training sessions and taking notes for the employee.

Position Requirements/Qualifications: 
All Contractor personnel providing services shall meet the minimum qualifications and proficiency levels set forth in this SOW. The Contractor shall ensure all minimum personnel qualifications are met prior to providing any services. The Contractor shall present proof of qualifications upon request from the COR or Contracting Officer.
  1. Be 18 years old or older;
  2. Hold a high school diploma or equivalent;
  3. Be a U.S. Citizen, or a foreign national who has been lawfully admitted for permanent residence; however, if the Contractor will access the Census network or intranet, they must be a U.S. citizen.
  4. Have demonstrated experience as an assistant for individuals with disabilities.
  5. Be physically able to do all required tasks.
  6. Hold any license or certification required, if available.
  7. Able to communicate effectively with clients and other Census staff.
