Available Position:  Accounting Clerk II - Permanent Change of Station (PCS) Travel Support Services
Client Facility: The location of work is 2115 East Jefferson Street, Room 4C-404D, Rockville, MD 20852. This work may also be performed remotely at the discretion of the IC, OD OFM.
Work Location: At the VA Financial Services Center located at 7600 Metropolis Drive, Bldg. 5 Austin TX, 78744.  Work may be performed at remote locations with prior approval of the COR. Travel is not generally expected for this effort. Telecommunting is not authorized under the contract.

Work Hours: The Contractor shall provide services Monday through Friday from 8:30 a.m. to 5:00 p.m. except for the Federal holidays.  To accommodate West coast employees, FSC may, in the future, establish a second shift (9:30 a.m. – 6 p.m.) which an undetermined number of the three contractors will need to staff. 

Contract Duration:  06/01/2018 through 05/01/2019

Scope of Work:

The purpose of the requirement is to provide PCS travel processing and counseling services in support of FSC and its customers.  FSC processes approximately 1,300 PCS moves annually, with an estimated 65,000 associated PCS travel actions.  The Contractor shall provide relocation entitlement counseling, computation for civilian relocation documents, document assistance, counseling, and computation to include; Do It Yourself (DITY) moves, Overseas Travel, Relocation Income Tax Allowance (RITA), Constructive costs, various other relocation travel entitlements, and recording, maintenance, and reconciling accounting transactions.  For PCS travel services described in this Performance Work Statement (PWS), the Government requires a minimum of three (3) full-time contractor personnel to support this requirement.  The contractor shall provide all resources necessary to accomplish the requirements described in this PWS in a professional manner. 

The services to be performed consist of processing travel requests and reimbursement vouchers using VA web-based software.  FSC supports VA with PCS travel processing support. 
PCS relocation requires a significant amount of coordination and planning by multiple individuals and organizations.  PCS Travel provides step-by-step assistance to employees from their decision to accept a new position to the settlement of their final relocation claim.  PCS Travel Support include:
  • Support and guidance to stations on initiating and completing the Intra-Agency Transfer Request (3918).
  • Providing PCS entitlement counseling.
  • Liaison for Relocation Management Worldwide (RMW); contractor for shipping and storage of household goods.
  • Liaison for WHR; contractor for home sale and property management.
  • Assisting with all aspects of relocation voucher processing and payments.

PCS Travel support personnel possesses subject matter knowledge and judgement to independently complete assignments consisting of numerous steps that vary in nature and sequence, with minimal supervisory support.
PCS Travel personnel shall have high school diploma or its equivalent with 3+ years of customer service experience plus at least one year of financial management, financial auditing or accounting.
PCS Travel personnel shall be familiar with relocation services and/or financial management.
